From that perspective, technological innovation is helping \u00a0in creation of government\u2019s <span style=\"text-decoration: underline\"><strong><em>value proposition<\/em><\/strong><\/span> from two angles:<\/p>\n<ol>\n<li style=\"font-weight: 400\"><b>Efficiency<\/b><span style=\"font-weight: 400\">. \u00a0The government should enable its citizens to do all \u00a0government transactions digitally, where, for example, citizens and businesses only have to provide their information once. Therefore, the administrative burdens are reduced, decreasing time and money required from both parties. <\/span><\/li>\n<li style=\"font-weight: 400\"><b>Citizen-friendliness<\/b><span style=\"font-weight: 400\">. Government looks at citizens as consumers\/users, therefore it should strive to make all aspects of citizens\u2019 interactions with government frictionless. Experience improvements should take place while maintaining fundamental requirements of privacy, security and integrity.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">While it started with the introduction of basic transactions online, Government Digitalization has now transformed into innovative transaction services, mobile apps, social media, and interactive responsive website.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The <\/span><span style=\"text-decoration: underline\"><em><strong>operational model<\/strong><\/em><\/span><span style=\"font-weight: 400\"> of digital government is based on <\/span><a href=\"http:\/\/www.govtech.com\/opinion\/How-the-Digital-Age-Asks-More-of-Government-than-Ever-Before.html\"><span style=\"font-weight: 400\">three foundational elements<\/span><\/a><span style=\"font-weight: 400\">:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><b>Security.<\/b><span style=\"font-weight: 400\"> Protecting the information, identities and payments transactions of users, while maintaining compliance with payment card industry standards.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Mobility.<\/b><span style=\"font-weight: 400\"> Delivering efficient government services that work seamlessly on any device.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Transactional Services.<\/b><span style=\"font-weight: 400\"> Completing end-to-end transactions through self-service platforms and providing a variety of secure payment options.<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">And just like we see in a technology company, \u00a0government\u2019s digital promise relies on the <\/span><em><span style=\"text-decoration: underline\"><strong>operational components <\/strong><\/span><\/em><span style=\"font-weight: 400\">that include engineering, product, design and marketing. New government operations should have the following components in place:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Technical infrastructure<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Content Management<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">User Engagement<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Design<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Customer service<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Staffing<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Promotion<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Market Research<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400\">With that in mind, let\u2019s look at what the the U.S. Government has accomplished on its path towards digitalization and the challenges it faces ahead.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The U.S. Government has been pursuing digitalization for over a decade now, starting with <\/span><b>Clinton-Gore administration<\/b><span style=\"font-weight: 400\">. One of the most noticeable digital projects was the launch of first ever <\/span><a href=\"http:\/\/www.prnewswire.com\/news-releases\/epa-clintongore-administration-announces-first-ever-data-on-toxic-emissions-from-seven-major-industrial-sectors-73145122.html\"><span style=\"font-weight: 400\">site with data on toxic waste locations<\/span><\/a><span style=\"font-weight: 400\"> in the US in collaboration with the Environmental Protection Agency (EPA). This site put basic information about toxic waste areas in the US into the hands of citizens. As a result communities started pressuring companies in their neighbourhoods to clean up and stop contributing to toxic waste in order to improve health and increase property values in their districts. During the Bush administration the site was taken down for security reasons post 9\/11.<\/span><\/p>\n<p><span style=\"font-weight: 400\">During the Obama presidency, and with the acceleration of technology innovation, digitalization of the government took on new level of rigor and transparency. Obama personally made a big contribution to adopting modern digital trends. He was the first \u201csocial media\u201d president: he claimed <\/span><a href=\"https:\/\/twitter.com\/potus\/status\/600324682190053376?lang=en\"><span style=\"font-weight: 400\">@POTUS <\/span><\/a><span style=\"font-weight: 400\">on Twitter and did the first <\/span><a href=\"https:\/\/www.facebook.com\/potus\/videos\/443819269141252\"><span style=\"font-weight: 400\">live on Facebook<\/span><\/a><span style=\"font-weight: 400\"> from the Oval Office. He also was the first to answer <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=0pqzNJYzh7I\"><span style=\"font-weight: 400\">questions from citizens on Youtube<\/span><\/a><span style=\"font-weight: 400\">, he even was the first to set a <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=OIDEGN4Js40\"><span style=\"font-weight: 400\">filter on snapchat<\/span><\/a><span style=\"font-weight: 400\">. Additionally, from a platform perspective, Obama was quick to adopt governmental content properties to how people consumed media:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">He introduced a<\/span><a href=\"https:\/\/www.whitehouse.gov\/blog\/2009\/01\/20\/change-has-come-whitehousegov\"> <span style=\"font-weight: 400\">revamped WhiteHouse.gov<\/span><\/a><span style=\"font-weight: 400\"> featuring a blog, RSS, and an email list<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">The White House join <\/span><a href=\"https:\/\/www.whitehouse.gov\/blog\/2009\/05\/01\/whitehouse-20\"><span style=\"font-weight: 400\">\u00a0<\/span><span style=\"font-weight: 400\">joined Facebook, Twitter, Flickr, Vimeo, and iTunes <\/span><\/a><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Obama administration launched <\/span><a href=\"https:\/\/petitions.whitehouse.gov\/\"><span style=\"font-weight: 400\">We the People<\/span><\/a><span style=\"font-weight: 400\">, a platform for citizens to petition the White House<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\"> In 2016, for the State of the Union the White House broadcasted the story on Snapchat<\/span><\/li>\n<\/ul>\n<p style=\"text-align: center\"><iframe loading=\"lazy\" title=\"The YouTube Interview with President Obama\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/0pqzNJYzh7I?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p><span style=\"font-weight: 400\">The Obama administration has put the infrastructure in place for next presidents to come. For example, <\/span><a href=\"https:\/\/www.whitehouse.gov\/blog\/2016\/10\/31\/digital-transition-how-presidential-transition-works-social-media-age\"><span style=\"font-weight: 400\">Trump will take on Obama\u2019s @POTUS twitter handle and all previous tweets will be archived<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20660 aligncenter\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/trump-ryan-300x200.jpg\" alt=\"trump-ryan\" width=\"693\" height=\"462\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/trump-ryan-300x200.jpg 300w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/trump-ryan-768x511.jpg 768w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/trump-ryan-600x400.jpg 600w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/trump-ryan.jpg 940w\" sizes=\"auto, (max-width: 693px) 100vw, 693px\" \/><\/p>\n<p><span style=\"font-weight: 400\">This all sounds great and, no doubt, indicates good progress. However, many believe that the U.S. government must go beyond efficiency and user-friendliness. The U.S. Government needs to do a lot more to <\/span><b>use technology to engage its citizens<\/b><span style=\"font-weight: 400\">, because we, as society, have the right to keep an open channel of communication. That is currently not happening, and we are still in the old-mode of measuring user-friendliness and efficiency, not citizen\u2019s engagement.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In addition, according to <\/span><a href=\"https:\/\/www.oii.ox.ac.uk\/people\/viktor-ms\/\"><span style=\"font-weight: 400\">Viktor Mayer-Schoenbereger<\/span><\/a><span style=\"font-weight: 400\">, Professor of Internet Governance at Oxford Internet Institute, the US government lags in the information technology quite a bit. This is largely because whenever you need to create a new piece of software, you need to involve a number of government stakeholders. The party system in the US is such that parties don\u2019t like to work together, and they especially don&#8217;t\u2019 like when their data is available to the other party. So many silos of information are created as a way to definite power. When you <\/span><b>break down the silos<\/b><span style=\"font-weight: 400\"> you create value.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Another concern is that the U.S. Government does not have its act together with respect to <\/span><b>cyber security<\/b><span style=\"font-weight: 400\">.
