Water: The City of Miami Beach"},"content":{"rendered":"<p><strong>In brief:<\/strong><\/p>\n<p>Miami Beach is one of the United States&#8217; most iconic cities. \u00a0It has one of the most vibrant art and food scenes, has tremendous cultural diversity, and some of the nation&#8217;s most breathtaking beaches. \u00a0Miami Beach&#8217;s ocean-side location&#8211;the source of much of its charm&#8211;is becoming one of its greatest challenges as global sea levels continue to rise. \u00a0The world watches as Miami Beach struggles with this ever-growing challenge. \u00a0Will it be successful? \u00a0What can we learn?<\/p>\n<p><strong>Background:<\/strong><\/p>\n<p>The City of Miami Beach is an island stretching\u00a0roughly 9 miles north to south just off the Florida coast separated from the mainland by Biscayne Bay. \u00a0Though entrepreneurial\u00a0coconut farmers and others had been trying to make good use of the land for decades, development\u00a0began in earnest\u00a0soon after a causeway connected it to the mainland in 1918. \u00a0Before long,\u00a0property developers covered the coast with hotels for tourists and mansions for the rich and famous, kicking off a property development boom that has never looked back. \u00a0The rush of\u00a0people\u00a0from elsewhere in the US\u00a0and Central American immigrants in the second half of the 20th century brought its population from 46 thousand in 1950 to nearly 2 million in the Miami area in 1990.<\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/florida-zoom.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-13923\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/florida-zoom-300x238.jpg\" alt=\"florida-zoom\" width=\"300\" height=\"238\" https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Miami-zoom-in.jpg 678w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Today, the real estate market in Miami Beach one of the nation&#8217;s most expensive and frenetic.\u00a0 Many outside observers find this confusing&#8211;with an average elevation of 1.4m above sea level and seas expected to rise as much as ~2m by 2100, it is hard to imagine how\u00a0property here could be considered a safe investment.<\/p>\n<p>Despite still being technically &#8220;above water&#8221;, flooding related to\u00a0rising sea levels\u00a0has already started to strike the city. \u00a0&#8220;Sunny-day flooding&#8221; is a phenomenon that has begun to appear\u00a0during particular high tides in October and March, called &#8220;king tides&#8221;. \u00a0These tides cause\u00a0ocean water levels\u00a0to reach\u00a0a level above the drainage outflow pipes coming out of the city&#8217;s seawalls&#8211;salt water then flows up through the drains and gushes onto the city&#8217;s streets. \u00a0City Engineer Bruce Mowry said the problem got so bad that &#8220;We literally had people paddling [in kayaks] on the streets&#8221;. \u00a0Miami Beach&#8217;s mayor\u00a0ran on a platform of\u00a0helping Miami Beach withstand issues relating to rising sea levels and has delivered on that focus in office:<\/p>\n<p><a href=\"https:\/\/www.youtube.com\/watch?v=N9niAnh9KZw\">Philip Levine Campaign Video<\/a><\/p>\n<p><strong>Solutions today:<\/strong><\/p>\n<p>Miami&#8217;s drainage system is being retrofitted with a valve and pump system that will block ocean water from coming in while pumping it&#8217;s waste water out. \u00a0Flex valves (diagram below) function much like the valves separating ventricles and aorae in the heart do&#8211;flows can only move in one direction (outward, in this case). \u00a0However, just as with a heart, in order for liquid to move through these valves in the right direction, it still needs to be pumped through.<\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Flex-valves.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-13905\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Flex-valves-300x149.jpg\" alt=\"flex-valves\" width=\"300\" height=\"149\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Flex-valves-300x149.jpg 300w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Flex-valves-768x382.jpg 768w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Flex-valves-600x299.jpg 600w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/Flex-valves.jpg 852w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The ~80 pumps in this project are expected to cost $400+ million, which is roughly equal to one year&#8217;s tax receipts for the city.<\/p>\n<p>In addition to the new valve and pump system, the city is taking other\u00a0measures. \u00a0Elevating roads and sidewalks, for example, will funnel water more effectively into the drainage system (see below)<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-13910\" src=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic-300x269.jpg\" alt=\"drainage-pic\" width=\"300\" height=\"269\" srcset=\"https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic-300x269.jpg 300w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic-768x689.jpg 768w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic-1024x918.jpg 1024w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic-600x538.jpg 600w, https:\/\/d3.harvard.edu\/platform-rctom\/wp-content\/uploads\/sites\/4\/2016\/11\/drainage-pic.jpg 1508w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Additional solutions, such as raising the height of the city\u2019s seawalls and sand dunes, and perhaps even cutting in canals, may be required to keep the fight going.\u00a0 Regulation requiring new real estate development to keep the lowest finished floor of buildings even higher than FEMA\u2019s current flood safety requirements is being considered as well.<\/p>\n<p><strong>Looking to the future<\/strong><\/p>\n<p>Inevitably, however, the tools available today are still insufficient.\u00a0 As <em>Vanity Fair<\/em> summarizes after an interview with the city\u2019s mayor, \u201cBy Levine\u2019s estimation, [the currently planned and available measures] are buying Miami Beach 50 years, during which time, he is convinced, scientists will develop ingenious new ways to combat the problem.\u201d<\/p>\n<p>Some of the solution may extend beyond simple engineering.\u00a0 \u201cOur current plan is how do we stay relatively dry for the next 30-50 years,\u201d Says Jimmy Morales, a city manager.\u00a0 \u201cthe real long term issue is how do we create a sustainable community that includes our land use codes, our building codes and materials.\u00a0 Do we need to go to a landscaping plan that deals with more salt tolerant species?\u00a0 How do we help individual property owners?\u00a0 How do they raise their houses?&#8230;The early focus had been on the engineering solution, [but we also] need to think about our focus going forward\u201d.<\/p>\n<p>While the mix of engineering prowess and lifestyle adaptation will still need to bear itself out over the coming decades, Miami Beach\u2019s smaller scale and relatively strong funding position it well to remain on the cutting edge of technological and policy solutions regarding how cities will deal with encroaching sea levels in the future.<\/p>\n<p>(797
