  {"id":7598,"date":"2018-03-26T17:59:26","date_gmt":"2018-03-26T21:59:26","guid":{"rendered":"https:\/\/digital.hbs.edu\/platform-digit\/submission\/crowdsourcing-the-u-s-militarys-next-combat-vehicle\/"},"modified":"2018-03-26T17:59:26","modified_gmt":"2018-03-26T21:59:26","slug":"crowdsourcing-the-u-s-militarys-next-combat-vehicle","status":"publish","type":"hck-submission","link":"https:\/\/d3.harvard.edu\/platform-digit\/submission\/crowdsourcing-the-u-s-militarys-next-combat-vehicle\/","title":{"rendered":"Crowdsourcing the U.S. Military\u2019s Next Combat Vehicle"},"content":{"rendered":"<p>If you have time, watch this short video first: <a href=\"https:\/\/www.youtube.com\/watch?v=aXQ2lO3ieBA\">https:\/\/www.youtube.com\/watch?v=aXQ2lO3ieBA<\/a> (<em>10 minutes<\/em>)<\/p>\n<p><strong>Introduction<\/strong><\/p>\n<p>From the 1950\u2019s to the 1970\u2019s, U.S. Department of Defense (DoD) research and development represented the majority of innovation investment, eventually leading to technologies such as the internet, GPS, and early artificial intelligence. <a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>\u00a0 Today, the DoD, with its bureaucratic acquisitions system, finds itself unable to keep pace with commercial innovation, consistently delivering programs that are late, over budget, and often obsolete.<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a> (See Figure A)\u00a0 In 2010, while seeking to overcome these challenges and reduce development time by a factor of 5, the Pentagon\u2019s Defense Advanced Research Projects Agency (DARPA), created a crowdsourcing platform to design the next generation combat vehicle.<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/p>\n<p><strong>Figure A. Integrated Defense Technology Acquisition, Technology, &amp; Logistics Lifecycle Management Framework<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a><\/strong><\/p>\n<p><strong>\u00a0<a href=\"https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-7600\" src=\"https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2-300x193.png\" alt=\"\" width=\"300\" height=\"193\" srcset=\"https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2-300x193.png 300w, https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2-768x495.png 768w, https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2-1024x660.png 1024w, https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2-600x387.png 600w, https:\/\/d3.harvard.edu\/platform-digit\/wp-content\/uploads\/sites\/2\/2018\/03\/Process-2.png 1341w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/strong><\/p>\n<p><strong>Background\u00a0 <\/strong><\/p>\n<p>When designing new weapons systems and vehicles, the DoD often breaks subsystems in which separate teams optimize their component.<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>\u00a0 After achieving a certain level of development, issues arise when the DoD then tries to integrate these subsystems, resulting in costly and time consuming iterative designs.<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a>\u00a0 In other words, imagine if you had to design a brand new passenger airplane for Boeing or a new model of luxury sedan for Mercedes in isolated subsystem design teams without a master design plan, universal design language, or component interface standard.\u00a0 Sounds easy, right?<\/p>\n<p><strong>Crowdsourcing the Next Infantry Fighting Vehicle<\/strong><\/p>\n<p>Given the shortcomings of current models and emerging international threats, the U.S. Army and Marine Corps are in need of a new Infantry Fighting Vehicle (IFV).\u00a0 The current vehicles in service were the result of lengthy and costly design processes \u2013 the current IFV began development in 1963 and was not completed until the 1980\u2019s.<a href=\"#_ftn7\" name=\"_ftnref7\">[7]<\/a>\u00a0 (See Figure B and Figure C)<\/p>\n<p style=\"text-align: left\"><strong>Figure B. \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>In an effort to accelerate development and access talent beyond the traditional defense industry, DARPA launched a crowdsourcing competition with staged, prize-based challenges to progressively design vehicle subsystems and eventually a full IFV.<a href=\"#_ftn10\" name=\"_ftnref10\">[10]<\/a>\u00a0 (See Figure D)\u00a0 Named as the Fast Adaptable Next-Generation Ground Vehicle (FANG) Challenge, this competition also allowed DARPA to test its collaborative design platform (VehicleFORGE) and software design and testing tool (META), which it hoped to employ across the industry.<a href=\"#_ftn11\" name=\"_ftnref11\">[11]<\/a><\/p>\n<p><strong>Figure D.\u00a0 How the FANG Challenge Works<a href=\"#_ftn12\" name=\"_ftnref12\">[12]<\/a><\/strong><\/p>\n<p><strong>\u00a0<iframe loading=\"lazy\" title=\"FANG Challenge: Design a Next-Generation Military Ground Vehicle\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/TMa1657gYIE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/strong><\/p>\n<p><em>Incentives<\/em><\/p>\n<p>DARPA incentivized non-traditional defense engineers and designers to participate in FANG by offering serious financial prizes with multiple stages.\u00a0 The staged challenges, which focused on progressive and integrative design, were as follows:<\/p>\n<ol>\n<li>Mobility\/Drivetrain: $1 Million<\/li>\n<li>Chassis\/Survivability: $1 Million<\/li>\n<li>Full Vehicle: $2 Million<a href=\"#_ftn13\" name=\"_ftnref13\">[13]<\/a><\/li>\n<\/ol>\n<p><em>Managing the Crowd<\/em><\/p>\n<p>DARPA was able to avoid the British Navy\u2019s mishap with crowdsourcing in which the public voted to name a ship \u201cBoaty McBoatface,\u201dfor several reasons.\u00a0 First, the technical complexity of submitting an entry served as a filter for non-serious participants and vandals.\u00a0 Second, DARPA managed the crowd by putting all design and collaboration on vehicleforge.mil and required the use of its META design software.<a href=\"#_ftn14\" name=\"_ftnref14\">[14]<\/a>\u00a0 In doing so, participants had easy access to design specifications and standardized design tools.\u00a0 Finally, DARPA maintained final approval authority with no obligation to build the winning design.<\/p>\n<p><em>Challenges <\/em><\/p>\n<p>Because FANG was an open source competition, DARPA harbored serious security concerns.\u00a0 Would enemies of the United States of America gain a competitive advantage by accessing design specifications or studying winning plans from early stages in the competition?\u00a0 DARPA was willing to accepts these risks given the experimental nature of the challenge.<\/p>\n<p><em>Value creation <\/em><\/p>\n<p>DARPA created value by providing VehicleFORGE and META to participants for free.\u00a0 By matching engineers and designers from across the country, VehicleFORGE facilitated the creation of innovative teams that otherwise would not have existed, let alone considered working on a defense design.\u00a0 With META, teams could communicate using the same design language and could run simulations of their designs.\u00a0 FANG also created value by demonstrating to the DoD and the defense industry the speed at which integrated design could move.<\/p>\n<p><em>Value capture and Growth Potential<\/em><\/p>\n<p>Compared to the government\u2019s annual R&amp;D spend of $100 million in \u201cfuture armored vehicle technology,\u201d FANG allowed DARPA to design a new combat vehicle at a comparatively low cost of $4 million dollars.<a href=\"#_ftn15\" name=\"_ftnref15\">[15]<\/a>\u00a0 While the future of crowdsourcing designs within the DoD is uncertain, the competition did demonstrate the innovative power of such an approach to defense problems which could be taken up by defense companies.<\/p>\n<p><strong>Conclusion<\/strong><\/p>\n<p>In April of 2013, after receiving submissions from over 200 teams with 1,000 patriciplants, FANG awarded its first $1 million prize for the \u201cMobility and Drive Train Subsystem Design\u201d stage of the competition.<a href=\"#_ftn16\" name=\"_ftnref16\">[16]<\/a>\u00a0 The winning team, a 3-person consortium of people from Ohio, Texas and California, had met via the military\u2019s VehicleFORGE platform and used the META software to collaboratively manage their design while geographically separated.<a href=\"#_ftn17\" name=\"_ftnref17\">[17]<\/a>\u00a0 Regardless of whether the Pentagon ever uses this winning design, DARPA has demonstrated that crowdsourcing can be an effective means of accelerating innovation within the Department of Defense.<\/p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\">[1]<\/a> <a
